The Instream Flow Assessment Program is funded by the Public Interest Energy Research (PIER), Environmental Area Program managed by the California Energy Commission.  PIER Program supports interest energy research and development that will help improve the quality of life in California by bringing environmentally safe, affordable, and reliable energy services and products to the marketplace. 

Funding is awarded to the University of California Davis Campus through the University of California, Office of the President on behalf of the California Institute for Energy and Environment (CIEE). CIEE is an innovative University of California partnership of energy agencies, utilities, building industry, non-profits, and research entities designed to advance energy efficiency science and technology for the benefit of California and other energy consumers and the environment.

The Instream Flow Assessment Program is administered by the Center for Aquatic Biology and Aquaculture (CABA) at the University of California, Davis.  CABA, one of the centers under the College of Agricultural and Environmental Sciences, provides a campus-wide, multidisciplinary approach to research on sustaining California's natural aquatic resources and support to the state's aquaculture industry.  CABA provides the management and administrative duties needed to implement the Program.
